Continuity, Not Disruption: First Official Visit of Dr. Serafin L. Ngohayon to ASIST
BANGUED, ABRA — Following the retirement and successful end of term of the 5th ASIST President, Dr. Gregorio T. Turqueza Jr., last June 9, 2026, the Abra State Institute of Sciences and Technology (ASIST) opened a new chapter. Dr. Serafin L. Ngohayon, Officer-in-Charge of the Office of the Regional Director of CHED-CAR, made his first official visit to the Bangued Campus as the newly designated Officer-in-Charge (OIC) of the Office of the President, signaling a steady and determined transition for the institution.
The highlight of Dr. Ngohayon’s initial visit was a comprehensive Management Committee (ManCom) Meeting. Bringing together the administrative, academic, and finance teams, the meeting served as a vital platform to align the institution’s key units. Key officials—including the Vice President for Academic Affairs, the Research Director, the Extension Director, the Chief Administrative Officer, and the Supervising Administrative Officer—shared urgent development concerns and operational updates from their respective areas. Additionally, Dr. Ngohayon presented the timeline for the Search Committee for President (SCP).
Addressing the institution’s leadership body, Dr. Ngohayon emphasized stability and institutional focus during this transitional period, setting a collaborative and reassuring tone for all operations: “I am here for continuity, not disruption.”
Dr. Ngohayon’s leadership as Officer-in-Charge is structured to guide the institution until the official installation of the next President of the ASIST. Rather than pausing institutional growth, his term ensures that all ongoing university developments, academic programs, and administrative services press forward without delay. As the sun sets on a historic day of transition, ASIST stands firm, undivided, and fully energized. Guided by a clear vision of continuity, the institution does not merely wait for the future—it builds it. With steady hands at the wheel and a shared horizon ahead, the march toward greater academic excellence and university status continues, stronger and more resilient than ever before.
