Most Rev. Leopoldo C. Jaucian-SVD DD and the Abra Clergy performed the ceremonial ribbon cutting to consecrate the Cong. Ching Bernos Building and Cong. JB Bernos Building accompanied by Hon. Congresswoman Menchie Ching B. Bernos, Representative Lone District of Abra; Hon. Joseph Sto Niño JB B. Bernos, Founder of the University of Abra, National President of the League of Municipalities of the Philippines; Councilor Atty. Russell Bragas; Dr. Gregorio T. Turqueza Jr.-University President; Dr. Noel B. Begnalen -Vice President for Academic Affairs; Administrative Officials, Directors, Deans, Chairpersons, Faculty, Non-Teaching Personnel, Students and Distinguished Guests.

Dr. Gregorio T. Turqueza Jr., University President, said in his opening remarks, "Today is a great day to get together to celebrate, and we must be honored to be part of this wonderful day, an additional chapter written in the history of the University of Abra... this momentous and significant event, which was conceptualized by the dreamer with a vision and mission to equip advanced quality education for further progress for the province of Abra... with the increasing number of students, Cong. Ching Bernos and Cong. JB Bernos saw the need for new buildings at the La Paz Campus, As expected from their usual and continuous support to the University of Abra, they gladly and generously funded two-story classroom buildings. These are not just mere structures; these are symbols of steadfast commitment for progress and part of their proven love for the Abrenian youth”.
Engr. Joselito T. Arao, a District Engineer at DPWH Abra, delivered a presentation to the public regarding the Building Structural Specifications and other pertinent information pertaining to the construction of a modern two-story classroom buildings using steel, glass, and concrete materials, with the specific purpose of serving institutional purposes. Engr. Joselito T. Arao officially turned-over and formally requested Dr. Gregorio T. Turqueza Jr., and the University President accepted its completion.
Hon. Congresswoman Menchie Ching B. Bernos, Representative Lone District of Abra, has indicated that there are plans to develop additional structures in the coming years for the University of Abra La Paz Campus, Lagangilang Campus, and particularly the Pilar Campus, which is expected to be built in the near future. “...nam-namaen yu nga haan kami maum-uma nga mangted pagsayaatan ti datoy nga iskwela... agtoltoloy ti progresso nga idanon mi ditoy probinsya ti Abra,” she said.
Hon. Joseph Sto Niño JB B. Bernos, the founder of the University of Abra and National President of the League of Municipalities of the Philippines, said, “Let’s keep on dreaming. It’s good to be criticized, but it must be constructive. It’s not enough just to support the youth; it is an understatement to say just to support the youth. We must invest; we must take care of their future for a brighter future ahead of them.”.
The University of Abra expresses its sincere appreciation of the "two state-of-the-art 10-classroom buildings" to Hon. Congresswoman Menchie Ching Bernos and Hon. Joseph Sto Niño JB Bernos for their commitment to improving the educational setting and investing in cutting-edge facilities for students.
