BAGUIO CITY — The Department of the Interior and Local Government - Cordillera Administrative Region (DILG-CAR) is empowering reelected officials with a fresh perspective on public service through its Refresher Course under the Newly-Elected Officials Performing Leadership for Uplifting Service (NEOPLUS) Program. A highlight of the course was the keynote address delivered by the University of Abra (UA) President, Dr. Gregorio T. Turqueza Jr., on Tuesday, September 16, 2025, at the Newtown Plaza Hotel.

Serving as a distinguished resource person, Dr. Turqueza shared his expertise on "Creativity and Innovation in Local Governance." His talk presented innovative ways to make public management more responsive to development challenges, inspiring the reelected officials in attendance. 

Dr. Turqueza's participation is a testament to the University of Abra's commitment to community development and good governance. By sharing its knowledge with a wide range of local leaders, UA strengthens its role as a key partner in regional progress, directly benefiting its stakeholders and the broader community. The insights shared by the University President are expected to help local officials implement more impactful actions and foster more effective, accountable, and inclusive institutions.

This collaborative event powerfully demonstrates a commitment to achieving the United Nations Sustainable Development Goal (UN SDG) 16, which promotes peace, justice, and the establishment of strong institutions.
