
On February 20, 2026, the first session of Project SPARK-TLE: Teacher Capability Building and TPACK Training, a joint initiative of the Abra State Institute of Sciences and TechnologY and the Ilocos Sur Polytechnic State College, was successfully conducted at the ISPSC– Narvacan Campus. The activity marked a significant step toward strengthening the competencies of TLE and TVET educators.
The initiative brought together committed educators from ASIST and ISPSC, fostering a collaborative learning environment focused on enhancing both technological integration and pedagogical practices. Anchored on the Technological Pedagogical Content Knowledge (TPACK) framework, the training aimed to equip teachers with the essential skills to effectively integrate content, pedagogy, and technology in today’s evolving educational landscape.
The training was spearheaded by Project Leaders Wilfredo C. Salvador Jr. (ASIST) and Prof. Emed F. Manzano (ISPSC), with the support of Assistant Project Leader Verena G. Atmosfera, Project Lead Facilitator Jake P. Delos Santos, and Dr. Calixto L. Valera. Their leadership ensured that the sessions were engaging, relevant, and aligned with current educational demands.
Strong institutional support played a vital role in the success of the activity. Program heads Emalyn C. Bisares (BTLED) and Ann Creia P. Tupasi (BTVTED), together with the guidance of Dr. Gregorio T. Turqueza Jr., President of ASIST, Dr. Mario P. Obrero, President of ISPSC, Dr. Noel B. Begnalen, Vice President for Academic Affairs of ASIST, and Dr. Marian Loren B. Valera, Dean of the College of Teacher Education, contributed to the smooth and effective implementation of the program.
Participants were inspired by insightful sessions delivered by distinguished resource speakers, including Mr. Wilfredo C. Salvador Jr., Dr. Marian Loren B. Valera, and Dr. Maria Rebecca B. Talledo. Key topics included “Upscaling TLE in the Era of Generative AI,” which emphasized the integration of emerging technologies in teaching; “Effective Indigenous Materials in Teaching TLE,” highlighting contextualized and sustainable instructional practices; and “Instructional Leadership and Strategic Management,” which underscored the importance of leadership in driving educational innovation.
The successful conduct of the first training session not only enhanced teachers’ knowledge and skills but also strengthened collaboration, creativity, and a renewed commitment to excellence in teaching. As the program progresses, it is expected to further ignite passion among educators, enhance instructional capabilities, and empower them to deliver meaningful and transformative learning experiences.
