The second training session of Project SPARK-TLE, titled Teachers’ Capability Building and TPACK Training, was successfully conducted on February 27, 2025, at the Social Hall of Bangued Campus, Abra. This event marks another significant milestone in the initiative to strengthen the technological and pedagogical competencies of Technology and Livelihood Education (TLE) educators and contributes to advancing the United Nations Sustainable Development Goals (SDGs), particularly SDG 4: Quality Education, SDG 9: Industry, Innovation and Infrastructure, and SDG 17: Partnerships for the Goals.

Project SPARK-TLE, a joint venture of Abra State Institute of Sciences and Technology (ASIST) and Ilocos Sur Polytechnic State College (ISPSC), reflects a strong partnership committed to advancing teacher education and professional development in the region. The training aimed to enhance teachers’ professional skills, enabling them to effectively respond to the demands of 21st-century education through the integration of the TPACK framework.

This project was spearheaded by Project Leaders Wilfredo C. Salvador Jr. of ASIST and Prof. Emed F. Manzano of ISPSC, with the support of Assistant Project Leader Verena G. Atmosfera, Project Lead Facilitator Jake P. Delos Santos, and Dr. Calixto L. Valera, whose leadership ensured that the sessions were engaging, relevant, and aligned with current educational demands.

Strong institutional support also played a vital role in the program’s success. Program Heads Emalyn C. Bisares (BTLED) and Ann Creia P. Tupasi (BTVTED), together with the guidance of Dr. Gregorio T. Turqueza Jr., President of ASIST; Dr. Mario P. Obrero, President of ISPSC; Dr. Noel B. Begnalen, Vice President for Academic Affairs of ASIST; and Dr. Marian Loren B. Valera, Dean of the College of Teacher Education, contributed to the smooth and effective implementation of the training.

Educators from ASIST Bangued and ISPSC actively participated in interactive discussions and collaborative learning activities designed to improve instructional practices. The sessions fostered engagement, reflection, and the exchange of innovative teaching strategies among participants.

Distinguished resource speakers contributed valuable insights to support professional development. Prof. Emed F. Manzano delivered a session on Reimagining TLE in the Era of Industrial Revolution 4.0, Dr. Marites M. Ruiz discussed the Scientific Approach in Teaching TLE/TVET, and Dr. Jeanno M. Manzano introduced the Educational Framework for Enhancing Pedagogical Competence in TLE/TVET. Their expertise enriched the training and provided participants with practical and forward-looking perspectives.

As a result of the training, participants gained practical knowledge and innovative strategies to enhance teaching and learning in TLE/TVET. The activity also strengthened professional collaboration and equipped educators with the skills needed to effectively integrate technology and pedagogy in their classrooms, supporting equitable and quality education in line with SDG 4.

In conclusion, the training was successfully enhanced the competencies of TLE educators, promoted collaborative learning, and provided a platform for sharing best practices in TLE instruction. The initiative continues to serve as a vital mechanism for empowering teachers, advancing professional competencies, fostering innovative approaches to TLE education, and contributing to the achievement of the SDGs in the digital era.
